Guidelines for applying for allotment of transmission capacity rights in intra-state transmission system through Open Access
1.The application for allotment of transmission capacity rights in intra-state transmission system through Open Access shall be made in prescribed form (appended as Appendix -1).
2. The application shall be accompanied with application processing fee of Rs.10,000/- in the form of Bank draft or Banker Cheque drawn in the name of MSETCL and payable at Mumbai. Application not accompanied with fee shall be rejected and not processed.

5. Copy of the application shall also be sent to the other transmission licensee if their transmission system
is also involved in the transmission corridor of open access path.
6.If the distribution open access is also desired in conjunction with transmission system, the copy of
application also to be sent to the Distribution Licensee concerned.
7. The application shall be accompanied with confirmation for acceptance of all terms & conditions and
charges for allotment of transmission capacity rights in the prescribed form and manner
8. The applicant shall furnish copies of all PPAs, MOU and approvals for
- Power to be injected
- Power to be drawn
- Balancing and Mismatch of power requirement
- Inter-State Transmission Open Access if involved
- Agreement with traders if any in above transactions
9. The Transmission System User (TSU ) shall be required to execute a Bulk Power Transmission Agreement (BPTA) with MSETCL within 30 days from the date of the allotment of transmission capacity rights, failing which allotment is liable for cancellation.
10.The Transmission System User shall be required to furnish a Security Deposit equivalent to 3 months average billing in the form of Bank Guarantee from a Scheduled Commercial Bank. The Bank Guarantee shall remain valid for the period of open access with grace period of 3 months.
